House Bill 98: A Win for Taxpayer Rights and Government Accountability

Good news for Idaho taxpayers! This bill is a crucial step toward fiscal responsibility and government neutrality in labor relations. This legislation ensures that taxpayer funds are not used to subsidize teachers’ unions, reinforcing the principle that public money should be spent on public services, not private organizations with political agendas.

For years, taxpayer dollars have indirectly supported union activities through automatic payroll deductions and paid leave for union business. While unions play a role in representing employees, they should be funded exclusively by their members, not by the public. HB 98 simply removes the government as a financial intermediary, making unions accountable for their own operations — just like any other private organization.

Protecting the Rights of All Taxpayers

One of the bill’s most important provisions prohibits school districts from using public resources to promote unions. This ensures that no taxpayer, regardless of political affiliation, is forced to financially support union advocacy.

Under this law:
 Payroll deductions for union dues are eliminated, requiring unions to collect payments directly from members.
 Taxpayer-funded compensation for union activities is restricted, ensuring that teachers are focused on students—not union meetings—while on the clock.
 School districts can no longer distribute union communications using public resources, preserving government neutrality.

These provisions protect Idaho taxpayers from funding political activities they may not support, aligning with the U.S. Supreme Court’s decision in Janus v. AFSCME (2018), which held that public employees cannot be compelled to fund unions involuntarily.

Ensuring Fiscal Responsibility and Fairness
HB98 also reinforces fiscal responsibility by preventing public schools from acting as financial agents for unions. Schools should focus on education, not administrative tasks for private organizations. This reform eliminates unnecessary payroll processing costs, ensuring that every
taxpayer dollar goes where it’s needed most—classrooms, teachers, and students.
Additionally, the bill does not ban unions or prevent teachers from joining them. It simply ensures that unions fund themselves independently, just as other professional organizations do.

A Common-Sense Reform that Benefits Everyone
By passing HB 98, Idaho joins other states that have taken a stand for taxpayers by ensuring that government resources are used responsibly. The bill is not anti-union; rather, it upholds the belief that no taxpayer should be forced to subsidize union operations.
Ultimately, this legislation ensures that Idaho’s education system remains focused on students, teachers, and classrooms, not politics. It’s time to prioritize fiscal responsibility, government transparency, and taxpayer rights. HB 98 is the right step forward for Idaho.
