Twin Falls City Council met Monday night (August 3) and advanced several key items as the city continues working through its Fiscal Year 2027 budget process.
Main Actions
Animal Shelter Expansion
Council approved the Guaranteed Maximum Price of $2,036,926 for the expansion of the Twin Falls Animal Shelter. This follows earlier authorization to use reserve funds and moves the long-planned project closer to construction.
Preliminary Budget
Council reviewed the City Manager’s Recommended Budget for FY 2026-2027 and adopted the Preliminary Budget. This is a required step in the process. The final public hearing and budget adoption are still scheduled for Monday, August 24, beginning at 5 pm.
Master Fee Schedule
A public hearing was held on Resolution R-2026-004, which proposes new and increased fees and other amendments to the City’s Master Fee Schedule. Final action on the fees is expected as part of the broader budget process.
Public Art Commission
Council recognized outgoing commissioners and confirmed new appointments, including waiving the two-term limit to re-appoint Melissa Crane.
Consent calendar items (minutes, accounts payable, travel requests, credit card summary, land dedication, and South Ridge Subdivision findings) were also approved.
Context
The meeting took place just two days after the tragic shooting at Canyon Park West / In-N-Out that left three people dead and seven injured. City leaders issued statements of condolence, ordered flags lowered to half-staff, and cancelled National Night Out.
The Flock Safety Automated License Plate Reader cameras were not formally on the agenda Monday, but the issue remains at the front of public consciousness. The final decision on funding and any continued use of the system is expected to come during the August 24 budget hearing.
