H0001: Post Election Audits

Summary: Relating to elections; amending section 34-1203A, Idaho Code to provide requirements for post-election audits and to make technical corrections; and declaring an emergency and providing an effective date.
Statement of Purpose from Rep. Julianne Young: “Ensuring that post-election audits of paper ballots are conducted using a hand count of those paper ballots.”

H0002: No Funds for Abortion Act

Sponsor: Rep. Bruce Skaug
Summary: Amends, adds to, and repeals existing law to provide for the withholding of sales and use tax revenues from local government entities that defy state law and refuse to investigate or enforce Idaho criminal abortion statutes.
Additional Information: There are many amendments throughout this bill which establish the legal penalty for violation of the statue. The exemptions provided for in subsection (4) of this section 10 shall not apply to any abortion considered unlawful under section 18-622 or 1118-8804 Idaho Code. Any public officer or employee who knowingly violates the 13 provisions of this section shall be in violation of section 18-5701 Idaho Code for misused of public money and shall be subject to punishment 15 under section 18-5702 of Idaho Code. H71: Vulnerable Child Protection Act

Sponsor: Rep. Bruce Skaug
Summary: Bans puberty blockers, hormone treatments, and gender-affirmation surgery for minors. Anyone found guilty of such felony – if the bill were to become law – would face up to 10 years in prison, according to the bill.

SENATE BILL
S1038: Freedom in Education Savings Accounts

Summary: This bill allows tax dollars earmarked for education to follow the students, instead of being locked into the Public Education System. This allows parents to home school or send their kids to private religious schools to use their tax dollars for their children’s education, instead of having to pay twice.
